He thanked the community for their support and said he was surprised by the fact that he could be held personally responsible for the illegal actions of third parties:

If a country is unhappy with an Internet service, it starts a lawsuit against the service itself. Using pre-smartphone laws to accuse a CEO of crimes committed by third parties on the platform he runs is a mistake. Creating technology is hard enough. No innovator will create new tools if they know they can be held personally responsible for the potential abuse of these tools.

Durov admitted that the growth to 950 million users affected the quality of moderation, but Telegram is already working on optimizing the processes.
