North Carolina Governor Roy Cooper vetoed a bill that would have banned the implementation of a central bank digital currency (CBDC) issued by the Federal Reserve. Cooper was criticized for this decision. In a statement on June 5, Cooper described Bill 690 as "premature, vague and reactive" and said it was not suitable for introduction at this stage. Cooper's veto came after the House passed the bill by a vote of 109-4 and the Senate by a vote of 39-5. Given strong legislative support, North Carolina legislatures could override Cooper's veto with a five-thirds majority in both chambers.
