In a document submitted to the U.S. District Court for the Southern District of New York on January 6, U.S. Assistant Prosecutor Daniel Gitner informed the court of the procedures for notifying Kwon's victims of their rights in the criminal case. According to the U.S. prosecutor, the government will establish a website for the public process regarding the Kwon case, as other methods to inform victims of their rights are 'not feasible.' Gitner stated: 'Although it is difficult to accurately quantify the number of Kwon victims given the volume and nature of Terraform cryptocurrency purchases and sales (many transactions occurred on overseas exchanges and through digital asset wallets or crypto trading accounts without personal identifying information), the government estimates that the number of victims in this case exceeds hundreds of thousands of individuals and entities, with a total potentially exceeding one million.'
