Russia plans to mandate the use of digital rubles from 2025 for major banks and large enterprises. According to the new law, significant banks will implement it starting in July 2025, and the entire banking system will adopt it by 2027. Businesses with revenues over 30 million rubles per year must accept digital rubles, with the threshold reduced to 20 million rubles in 2026.
The law also requires the use of a standardized QR code for payments, ranging from the sale of goods to notary services, in order to simplify and promote digital payments.
