Kwon Do-hyung is a South Korean cryptocurrency entrepreneur, the founder of Terraform Labs, and the main developer of Luna coin. He was sued by the U.S. Securities and Exchange Commission (SEC) for allegations of fraud and market manipulation, and is required to pay a fine of $5.3 billion. Additionally, Kwon Do-hyung has been prosecuted by the U.S. Manhattan Federal Court for multiple criminal charges, involving amounts reaching billions of dollars.

After his arrest, Kwon Do-hyung attempted to escape Montenegro by forging a passport but was ultimately detained by local police. The Montenegrin court ruled to extradite him to the United States for trial, as the U.S. has filed multiple civil and criminal charges against him. Currently, South Korea, the United States, and Singapore are vying to extradite Kwon Do-hyung to their respective countries for trial, but due to Kwon Do-hyung's decision to appeal to the Montenegrin judiciary, it is unlikely that he will be extradited in the near future.
