Today, with relatively ample time, I am writing a deep article.
In recent years, the phenomenon of distant ocean fishing has become increasingly serious, to the extent that the Ministry of Public Security has repeatedly prohibited it. The day before yesterday, they publicly issued (several regulations on standardizing the use of asset freezing measures in criminal cases), and today we will discuss this matter.
1. The unchanging distant ocean fishing.
Distant ocean fishing is a new term, but the matter itself is not new.
So even today, writing this article carries a lot of risks. There are some keywords you can search for yourself; I won’t elaborate further.
At the beginning, it was called cross-province law enforcement (capture), referring to the Hongmao medicinal liquor incident.
Later, the public summarized a pattern: it seems that law enforcement units from the north go to the south, so some people jokingly called it 'gathering grain.' Those who do not understand the connotation can search for it themselves.
However, the term 'gathering grain' was not conducive to ethnic unity, so this term was later discarded in favor of the more international term 'distant ocean fishing.'
In essence, it is all the same issue—profit-driven law enforcement.
Because southern enterprises frequently suffer from the impact of profit-driven law enforcement, many southern enterprises cannot conduct normal business activities, are exhausted from dealing with the scrutiny of relevant units, and ultimately have to pay a high price to get through.
Therefore, in recent years, coastal economically developed regions such as Guangdong and Zhejiang have been strongly opposed to such profit-driven law enforcement and have continually reported this to the Ministry of Public Security. During this time, the Ministry has taken two very important steps:
First, in 2021, they proposed to restrict profit-driven law enforcement, and later specifically issued seven regulations, which are actually very strict.
Secondly, when capturing suspects in another location, one cannot skip the local area; it is necessary to notify the local authorities and only proceed with their cooperation.
As early as a few years ago, Ju Zuo almost got into trouble for writing about the profit-driven law enforcement issues of the public security in a certain northern area regarding a project.
Step by step, the Ministry of Public Security is tightening its grip on profit-driven law enforcement that has led to distant ocean fishing. As a witness, Ju Zuo shares his views on profit-driven law enforcement.
2. Distant ocean fishing? People in the crypto circle have long been caught in it.
When spring river water warms, the duck knows first; when the water cools, the duck knows first.
The sensitivity of the financial industry to policy is definitely far ahead of other industries.
So when some negative news appears, the financial industry is the first to suffer.
Therefore, even today, the chaotic situation of distant ocean fishing heavily exposed by traditional media has actually happened many times in the crypto circle a few years ago.
Because from 2019 to 2020, the form of capital pooling plus digital currency rapidly exploded, and at that time, the police were unfamiliar with the procedures. Many cases were handled very roughly, with many being arrested first and investigated later.
The reason is simple; if you act too slowly, the person will be captured elsewhere, and then you can't get a piece.
Under the full crackdown by public security agencies, the significant positive effect achieved is that no one dared to start a project or issue coins in the country for a short time, which had a good deterrent effect on the frenzy of funds at that time. As a result, when the 21st year 915 policy document came down, many people lost hope and decisively went overseas.
This is also why 2021 is regarded as the year of overseas expansion for China's crypto circle.
Of course, there have also been many collateral damages in this process, which has completely cleared out the domestic cryptocurrency industry, leaving no soil for cryptocurrency to survive domestically.
Three years have passed, and with the ongoing crackdown and sustained pressure on individuals with two accounts, the frequency of frozen capital inflows and outflows has been higher than before.
As for those who physically go overseas, they can refer to last year's Multichain case.
As for the matters involved here, sorry, I cannot discuss them. You can search for yourself.
3. Do not aim the gun at the ordinary citizens.
Although there are many sensitive pieces of information that Ju Zuo cannot discuss, this matter must be addressed. Even if the article gets deleted, even if my account gets banned, I must speak.
What confuses Ju Zuo is that, under the background of distant ocean fishing, such remarkable achievements have been made. It should have significantly reduced the number of criminals, but the reality is that the range of collateral victims is expanding, from initially targeting project parties to now affecting many innocent citizens.
A local police officer can freeze your account, and even if it is a collateral damage, it will have a very significant impact on the lives of ordinary citizens.
In this situation, you either accept the penalty or find connections; otherwise, when the time comes, your account will remain frozen. Many people cannot bear this cost.
Such processes are completely legal and compliant; you cannot find any faults.
Your account indeed has involved funds; this case is indeed not closed. I know you are innocent, but you need to provide proof. The enforcement standards between different regions can be vastly different.
Recently, a fan of mine experienced this situation. He lived in a first-tier city for more than ten years, always paying social security. Later, he received dirty money when cashing out. The local police called him to explain the situation, and after that, everything was fine.
However, the investigating unit insisted that he must go to deal with it. After inquiring locally, they said it was nothing, that he was just a collateral victim, and he should just explain the situation.
As a result, after going there, they didn't ask about the black and white situation and directly handcuffed him to the 'tiger bench' for interrogation, labeling him a suspect.
Later, it became even more outrageous, with originally tens of thousands of yuan in dirty money being classified as more than two hundred thousand.
I was really angry after hearing this and immediately connected him with a lawyer to resolve the issue, telling him that any extra money would not be given to him and that he shouldn't incur a larger crime when more money comes in. There is no such logic in the world.
I asked him, why do you acknowledge those things that do not belong to you?
He said that the police officer's attitude was very bad. He went there alone, unfamiliar with the area, and his phone was confiscated. Once there, he was directly handcuffed to a 'tiger bench' and interrogated, leaving him completely blank.
Ju Zuo believes that this profit-driven law enforcement is no different from distant ocean fishing, and may even be worse in nature.
The distinction between being mistakenly hurt and being a suspect is not clear at the investigating unit.
Even if you know you were mistakenly hurt due to receiving dirty money, what's wrong with treating you as a suspect and interrogating you first?
But as an ordinary citizen, how many people can respond calmly in such a high-pressure environment? How many dare to say no?
Being at the mercy of others, am I not just whatever they say I am?
In the end, one can only follow the other party's wishes.
The guns of public security agencies should be aimed at criminals.
When you use high pressure to combat criminal behavior, the public feels safe and believes they have a guardian nearby.
But when you aim your guns at ordinary citizens, knowing they are not suspects, and still apply high pressure,
They will only feel endless fear, and under that fear, they will quickly compromise, but in their hearts, they will hate you deeply.
What you are doing—do you deserve the clothes on your back and the five characters at the entrance of your unit?
And I hope to remember the eight words spoken by the great leader: stay true to the original aspiration and remember the mission.
