Vitalik Buterin, co-founder of the Ethereum network, outlined key goals for the future development of the blockchain. These goals are aimed at improving The Surge, the second phase of the Ethereum roadmap, which aims to scale the network using rollups.

- Solving the blockchain trilemma: security, scalability, and decentralization.

- Progress in data availability sampling and maturity of second-layer (L2) proof systems.

- Scaling the execution of the first-layer (L1) network of Ethereum.

- Improving interoperability between L2 chains.

The Surge has already achieved some successes, such as increasing L1 data throughput and implementing sharding on L2 networks. However, there remain unique challenges that must be addressed to complete the roadmap.

The main goals include achieving 100,000 transactions per second on Ethereum and its L2, maintaining decentralization and resilience of L1, maximizing interoperability between L2, and inheriting key properties of Ethereum such as trust, openness, and censorship resistance.

Buterin proposed using a combination of availability sampling and SNARKs to solve the blockchain trilemma.This includes data compression on the Ethereum network and improving the trustworthiness of L2 proof systems.

Also important is improving user navigation in the L2 ecosystem, which can be achieved through the introduction of chain-specific addresses and standardized protocols for inter-chain transactions.

Buterin emphasized the importance of scaling Ethereum's L1 along with improving L2 to avoid risks to the entire ecosystem in the future.
