Well, folks, it looks like #Telegram has finally decided to buddy up with the authorities!
They've updated their Terms of Service and Privacy Policy to make things consistent #Worldwide . Now, it's clearly stated that if someone breaks the rules, their IP addresses and #phone numbers can be handed over to the authorities upon request. So, we wouldn't recommend messing around, unless you want to be surprised later by where the heat came from.
