A Bank of Canada discussion paper casts doubt on the usefulness of central bank digital currencies in addressing unmet payment needs in a cashless environment: If cash is no longer universally accepted by merchants as a payment method, some people may still face payment difficulties.

For this problem to be successfully solved, it must be widely adopted by the majority of people who don't need it. If these people don’t like the digital Canadian dollar, merchants are unlikely to accept it.
