According to BlockBeats, on August 4, according to a report submitted to the US SEC in July, Microsoft hopes that the federal government will regard its relationship with OpenAI as a friend-and-enemy relationship rather than a true partnership.

In its Form 10-K Periodic Report on Financial Results and Conditions, Microsoft calls OpenAI a competitor in multiple paragraphs, while also calling it a “strategic partner” several times throughout the document.

Microsoft's competition statement mentions dozens of competitors and "intense competition in all markets." These companies include companies such as Apple and Nintendo, as well as multiple software and coding organizations. But only one strategic partner is mentioned in the entire document: OpenAI.
