The Americans are really anxious now. The dollar's voice in the global situation has been reduced. Even if they cut interest rates reluctantly, they cannot fundamentally alleviate the situation of being suffocated by U.S. debt.

Let’s take a look at what this first draft actually says.
1. Purpose: To designate $BTC as an asset suitable for strategic acquisition within the Treasury's Exchange Stabilization Fund (ESF), maintain stability and leadership in the global economy, and benefit all Americans. It is hard to say who will benefit, but it is true that the banner of freedom is held high as always.
2. Policy: Establish a strategic Bitcoin reserve; designate Bitcoin as a strategic asset held by the US government; attract capital, talent, and companies related to the digital asset field. Let’s first draw a big picture of a global crypto center, and everyone should come here to make a voice for me. The Americans also understand that they must build roads before they can prosper, but we won’t comment on its infrastructure level.
3. Establishment and designation: Establishment of a Strategic Bitcoin Reserve (SBR), managed by the Minister of Finance; integration of government-held Bitcoins; designation of them as strategic reserve assets. → Special fund management.
*The following are "superficial" regulations:
4. Acquisition and custody: Complete the Bitcoin acquisition plan within one year.
5. Sale conditions: Sale is permitted only in the most extreme and special national economic or security crisis situations. The determination of crisis is approved by the President of the United States.
6. Reporting and Transparency: Implement a public reserve proof process using cryptographic authentication and include its use as part of annual reporting.

It has to be said that the 2025 version of Trump is more than a dozen Harris stronger than the last term. This approach of pacifying the country before fighting foreign aggression and operating on two fronts is really not something that can be fully understood by working on a sewing machine for four years.
