Robert Lighthizer, who was once seen as an important member of Trump's economic team and the architect of protective tariff policies, was originally expected to hold key positions such as U.S. Trade Representative, Secretary of Commerce, or even Secretary of the Treasury during Trump's second term. However, as the cabinet formation settled, he was not reused. On December 1st, media reports stated that Trump told those around him that he rejected Lighthizer because he was 'too afraid to take bold action,' calling him 'loyal but too timid, unwilling to take bold, risky actions.'
As a highly influential figure to Trump, Musk has consistently conveyed the importance of 'radical reform' to him. When Musk discusses government personnel with Trump, he often asks whether the person embodies 'radical reform'—an instinct for large-scale cuts and demolitions followed by reconstruction. Under the influence of Musk and others, Trump has chosen what he considers 'the most trustworthy fighters' for the most difficult and controversial tasks. Many in Trump's inner circle are pleased with the radical nature of the cabinet selections and hope to overturn the organizations they lead.
Reports indicate that during Trump's first term, high-level figures were either experts or true believers, rarely both, which led to chaos in the government, with officials believing that more could have been accomplished. Now, Trump is forming his second government in a different way, no longer listening to those who say 'that's not how things are done' or 'things won't work that way,' but instead valuing the selection of individuals who are both experienced and loyal to 'Make America Great Again' (MAGA).
