The discussion began with a discussion of the general expectations of businesses from regulation. According to the regional head of Binance in Central and Eastern Europe, Central Asia, and Africa Kirill Khomyakov, in some cases, the absence of any regulation is more favorable for businesses and users than its presence, as it is significantly easier to develop various products in a free environment. However, he acknowledges that the introduction of legislative norms for the industry is already an irreversible reality:
"Regulation for business is not great, but we understand that it cannot be avoided anymore."
The chief lawyer of the project office on digital economy development issues in Ukraine at the Ministry of Digital Transformation Dmitry Nikolaevsky pointed out that regulation would solve a number of problems for the crypto business. In particular, the restoration of fiat gateway operations.
We remind you that back in early 2023, Bitcoin exchanges reported a suspension of operations with hryvnia bank cards. As became known later, the struggle of the authorities against gambling affected the crypto industry. As of November 2024, the possibility of such operations has still not been restored.
Moreover, Nikolaevsky indicated that cryptocurrency regulation would allow businesses to come out of the shadows and legalize the industry. However, as is known, the vision of the Ministry of Digital Transformation and the NCCPFR regarding the specifics of this process differs. Both agencies presented their own draft laws, the details of which can be found in the materials on Incrypted:
