- This morning, Telegram users from Russia, Ukraine, Belarus and other countries experienced massive outages.

- The problems began around 10:30 AM UTC, affecting the sending and receiving of messages.

- This is the second outage in two days, the previous one was on October 2.

- Interestingly, the outages coincided with the news of an investigation against Telegram CEO Pavel Durov in France.
