Telegram CEO Pavel Durov was arrested at Bourget Airport in France on Saturday for alleged offenses connected to the messaging app, according to AFP. The 39-year-old billionaire is reportedly under suspicion for not taking adequate measures to prevent criminal activities on Telegram.

According to local media, the investigation is centered on the lack of moderators on Telegram, with police believing that this has allowed criminal activities to continue unchecked on the messaging app, Reuters reported.

Local media reported that Durov was traveling from Azerbaijan on his private jet when he was arrested. According to AFP, France's Ofmin, an agency dedicated to combating violence against minors, issued the arrest warrant for Durov. Ofmin is also the lead agency in a preliminary investigation into alleged crimes, including fraud, drug trafficking, cyberbullying, organized crime, and the promotion of terrorism.

While the specific details of Durov's arrest remain unclear, the Russian foreign ministry stated that its embassy in Paris is working to clarify the situation. The ministry criticized France, accusing it of acting like a dictatorshipโ€”a similar accusation Moscow faced when it placed demands on Durov in 2014 and attempted to ban Telegram in 2018. Moscow also urged Western NGOs to call for Durov's release.

Meanwhile, Mikhail Ulyanov, Russia's representative to international organizations in Vienna, criticized France over the arrest of the Telegram CEO.

"Some naive people still don't realize that playing a visible role in the international information space makes it unsafe to visit countries moving towards more totalitarian societies," he wrote on X.
