According to official documents, ZRO holders will control the accumulation of protocol fees and conduct a public on-chain referendum every six months to decide whether to enable the fee switch.
The LayerZero protocol could potentially charge fees equal to the cost of cross-chain message verification and execution, such as transaction fees between Arbitrum and Optimism.
If the fee switch is activated via governance, the referendum treasury contract will collect and burn these fees on the local chain.
