The EU's message scanning proposal did not pass. The proposal would create a "detection order" that would allow messages, files, and photos from hundreds of millions of users around the world to be compared with the government's child abuse image database. At some point in the debate, EU officials even suggested using artificial intelligence to scan text conversations and predict who would be involved in child abuse. This is one of the reasons why some opponents call the proposal "chat control."
