According to Odaily Planet Daily, starry, the core developer of Anza who is responsible for handling the congestion problem of Solana, posted on the X platform that the second restart of Solana Devnet was successful and the team is now monitoring the health of the cluster. RPC still needs some time to update and catch up, but the cluster should be back to normal soon. Starry also said earlier that the downtime of Solana Devnet is its own problem and has nothing to do with v1.18.
