According to ChainCatcher and reports from CCTV News, the National Investigation Division of the Korean National Police Agency announced on the 20th that investigations had been conducted on 9 individuals, including Prime Minister Han Duck-soo, who participated in the State Council meetings before and after the emergency declaration.

The police stated that among the 12 people who attended the State Council meeting and accompanied it, investigations were conducted on 9 people, excluding President Yoon Suk-yeol, former Minister of National Defense Kim Dong-yeon, and Minister of Unification Kim Yeon-chul.

The 9 people include: Prime Minister Han Duck-soo, Deputy Prime Minister and Minister of Economy Choi Sang-mok, Minister of Justice Park Sung-jae, former Minister of Public Administration and Security Lee Sang-min, Minister of Foreign Affairs Park Jin, Minister of Agriculture, Food and Rural Affairs Jeong Hwang-geun, Minister of Health and Welfare Cho Kyu-hong, Minister of SMEs and Startups Lee Young-sook, and Director of the National Intelligence Service Kim Kyou-hyun.
