Texas lawmakers just announced a bill on Thursday aimed at establishing a strategic Bitcoin reserve fund, allowing the state to collect taxes, fees, and donations in Bitcoin, while holding these for at least 5 years, according to reports from CNBC.
Republican representative Giovanni Capriglione presented this proposal at an event on X Spaces, emphasizing that this is a measure to combat inflation.
“Inflation is the biggest threat to our investments,” Capriglione emphasized. “Establishing a strategic Bitcoin reserve fund, with investments in Bitcoin, will provide dual benefits, both protecting asset value and promoting economic development for the state.”
The bill, titled “The Act Relating to the Establishment of a Bitcoin Reserve Fund in the Texas State Treasury and the Management of Cryptocurrency by Government Entities,” does not provide a specific plan for how the state will purchase Bitcoin. However, the bill encourages Bitcoin miners to pay taxes using digital assets.
As the second-largest economy in the United States and the eighth largest globally, Texas currently has the highest density of Bitcoin miners in the country. Capriglione stated that he wants the bill to be designed flexibly, with the ability to scale if it receives strong support from other lawmakers.
This proposal comes after Pennsylvania passed a similar bill last month. According to Porter, one of the drafters of the Texas bill, there are currently about 10 states and four other countries also considering similar measures.
Bitcoin has increased by more than 45% since the U.S. presidential election, largely thanks to Donald Trump's commitment during his campaign to establish a national strategic Bitcoin reserve fund.
Many states in the United States have begun to pass crypto-friendly laws. Oklahoma, Louisiana, Montana, and Arkansas have enacted laws protecting the rights to mine crypto, self-custody, operate nodes, and conduct peer-to-peer transactions.
Meanwhile, the Satoshi Action Fund has introduced 30 bills across the U.S., including Pennsylvania's proposal for a strategic Bitcoin reserve fund.
