According to BlockBeats, on November 24, the Central Bank of Russia announced that First Deputy Governor Olga Skorobogatova will leave on December 2. She had worked in the private sector until joining the central bank in 2014. Skorobogatova was responsible for overseeing the national payment system, IT, and financial technology, including the digital ruble central bank digital currency (CBDC). Her position will be taken over by the central bank's IT Director Zulfiya Kakhrumanova. First Deputy Governor Dmitry Tulin will oversee the national payment system.

The digital ruble program is set to launch on a large scale in July 2025, at which point major banks will be required to support the CBDC. A second group of banks was originally scheduled to join the program in January 2024, but as of October, this has not been realized.
