It is essentially a restructured codebase that would achieve a block time of 4 seconds and quantum resistance, features that are expected to be realized in 2029-2030. These upgrades alone are not enough to make Ethereum Layer 1 competitive, and they don't even instill confidence in its competitiveness. The Ethereum Foundation needs to have a bigger dream.
