That sentiment was echoed by multiple former senior regulators, lobbyists and securities lawyers. Gallagher, a former SEC commissioner, was known for his affability and political skills.

Gallagher clearly disagrees with the SEC's current policy. He believes that if he had been chairman in the past few years, he would have already developed tailored rules for cryptocurrency exchanges and brokers, providing "at least a path forward for a basic registration system." Despite this, Gallagher still believes that relevant legislative support is needed.

In addition to Gallagher, other possible SEC chairman candidates are circulating on Wall Street, including:
