Odaily Planet Daily News Telegram founder and CEO Pavel Durov became a French citizen in August 2021. He moved Telegram to Dubai in 2017, and according to French media reports, he also obtained citizenship of the United Arab Emirates, in addition to being a citizen of the Caribbean twin island nation of Saint Kitts and Nevis.
