According to Arkham Intelligence, the government simply divided these bitcoins into two addresses, namely:

19,800 BTC (about $1.33 billion) was transferred to the wallet address (bc1qn). The remaining 10,000 BTC (about $669 million) was transferred to another address that allegedly belongs to an institutional custodian.

Experts at the Bitcoin Archive said that transferring Bitcoin is not the same as selling, and the transfer of Bitcoin wallets is usually for security or investment purposes.

It is worth noting that the government did not transfer these Bitcoins to centralized exchanges (CEX) such as Coinbase, which usually handle large-scale Bitcoin transactions with the highest liquidity.
