According to TechFlow, Ethereum core developers Francesco D'Amato, Barnabé Monnot, Michael Neuder, Potuz, and Terence Tsao formally proposed EIP-7732. The proposal was created on June 28, 2024, and aims to fundamentally change the way Ethereum blocks are verified by logically and temporally separating execution verification and consensus verification.

EIP-7732 introduces new roles (builders) and responsibilities (submitting proof of payload timeliness), and modifies BeaconBlockBody. This proposal solves trust issues, increases network propagation speed, and reduces the possibility of reorganization.
