This proposal adds a new hash, the "Accounts Lattice Hash", which uses homomorphic hashing to maintain a hash of the entire account state, which is fast to update and secure.

This hash causes each block to contain the hashes of all accounts, not just the accounts that changed, and removes the Epoch Accounts Hash.
