The law, initially proposed in mid-2022, seeks to surveil encrypted chats to combat online child sexual abuse material. The revised version introduces "upload moderation," which Whittaker claims is just another tactic to weaken encryption, making private chats more vulnerable to hackers and hostile nations. The Signal messaging app, which uses end-to-end encryption, has previously hinted at leaving markets that compromise encryption, such as the UK after the passing of the Online Safety Bill.
