Trump said the calculations of “what they charge us” is based on a combination of tariffs to the USA PLUS currency manipulations and barriers. The USA will charge back “around half” of what other countries charge them. In most cases this looks the case. However, some countries are being charged back the same percentage. E.g. the UK charges USA 10% and the USA will charge the UK 10% back. A detailed breakdown on what goods which percentage will apply to will be released in the form of a “tariffs book”.
