He made this statement during his keynote speech at the ETHCC in Brussels. Buterin believes that an automatic response should be prepared for such attacks, which would alleviate pressure on the social layer.

The potential response to such an attack would involve honest validators switching to a fork of the chain. The current plan relies heavily on social consensus, with community members working together to reach an agreement on the fork. However, Buterin thinks that if the network could be better prepared for such a response, it would be more beneficial. He stated that this response would largely be automated and pre-planned.
