Unfortunately, this is not the case for all investors, as the USA has initiated proceedings and not all other countries with affected customers. The investors relied too much on something happening through the SEC or that Binance would somehow save something. But anyone who doesn't take action or do research will never come up with the idea of filling out such a form and even finding it. Because the time for this form has already expired. I bet none of the investors knew about it
