BTC dominance is still moving in uptrend channel currently at around 57% and it needs to drop to somewhere around 40% for the alts to rise.

What's going on? Bitcoin is rising, but the alt coins are staying the same. If anyone has an idea as to why it's not rising, please comment. What's going on?
